According to the requirements of the Hunan Provincial Emergency Management Department for the rectification and enhancement of chemical parks, specifically the 'Ten Musts and Two Prohibitions', from November 27 to December 13, Director Wang Yong of the Hazardous Chemicals Division led a team of experts from the Chemical Institute to conduct a special rectification review of seven chemical parks in Hengyang, Zhuzhou, Huaihua, and other cities for the year 2024.
After receiving the work deployment from the Provincial Emergency Management Department, our institute attached great importance to it and formed a team of experts including Deputy Chief Engineer Zeng Qiaohong (team leader), Su Haojin, Liu Yi, and Xie Fancheng. Based on the 'Guidelines for Safety Risk Investigation and Management in Chemical Parks' and the 'Key Inspection Guidance Daily Record for Chemical (Hazardous Chemicals) Enterprises in Hunan Province', the team conducted annual review work in various cities, verifying the implementation of the 'Ten Musts and Two Prohibitions' rectification and enhancement work in chemical parks, randomly inspecting 1-2 hazardous chemical (chemical, pharmaceutical) enterprises for hidden danger investigation, and providing professional guidance opinions for each park and enterprise.
The purpose of this review assessment is to implement the spirit of the provincial video conference on the special rectification work for industrial parks (chemical parks) and the work requirements of the department leaders, focusing on the safety special rectification and enhancement work in chemical parks. The main work content includes: (1) The implementation of the 'One Park, One Policy' safety rectification and enhancement work in chemical parks; (2) The implementation of the 'Notice from the Hunan Provincial Emergency Management Department on Strengthening Safety Supervision of Maintenance and Special Operations such as Hot Work' by parks and enterprises; (3) The closure of rectification for problems and hidden dangers assigned by provincial-level authorities and the law enforcement situation regarding major accident hidden dangers; (4) The implementation of safety production responsibilities by the main responsible persons of enterprises; (5) The implementation of various key tasks for hazardous chemicals by parks and enterprises for the year.
