On April 28, the Hunan Province Modern Petrochemical Industry Chain Collaborative Development and Cooperation Conference was held in Yueyang. Wang Yiyou, Vice Governor of the Hunan Provincial People’s Government and Head of the Modern Petrochemical Industry Chain, attended the meeting and delivered a speech, while Li Zhi, Deputy Secretary of the Yueyang Municipal Party Committee and Mayor of the Municipal People’s Government, gave an address. More than 200 participants—including heads of member units of the provincial special task force on the modern petrochemical industry, officials from the industrial and information technology departments of various cities and prefectures, representatives from chemical parks, as well as experts and scholars from relevant universities and research institutes, and representatives from upstream and downstream enterprises in the petrochemical value chain and financial institutions—attended the event. As the technical support agency for the provincial special task force on the modern petrochemical industry and a co-organizer of the conference, the Chemical Research Institute sent its Party Secretary and General Manager, Lin Zhiyong, and Assistant General Manager, Zeng Lingjun, who were invited to attend.

More than 200 participants—including responsible officials from member units of the provincial special task force on the modern petrochemical industry, heads of industrial and information technology departments and chemical parks from various cities and prefectures, representatives from relevant universities and research institutes, experts and scholars, enterprises spanning the upstream and downstream segments of the petrochemical value chain, and representatives of financial institutions—attended the event. As the technical support agency for the provincial special task force on the modern petrochemical industry and a co-organizer of the conference, the Chemical Research Institute sent its Party Secretary and General Manager, Lin Zhiyong, and Assistant to the General Manager, Zeng Lingjun, who were invited to attend.

This matchmaking event is themed “Integrating and Strengthening Supply Chains, Collaborating for Mutual Success: Building a New Ecosystem for Hunan’s Modern Petrochemical Industry.” It aims to establish an efficient platform for connecting stakeholders, fostering precise alignment between upstream and downstream supply chains, deepening industry–university–research collaboration, and promoting seamless integration of industry and finance, thereby pooling resources and driving the modern petrochemical sector to extend, supplement, and fortify its value chain.

The modern petrochemical industry is a vital component of Hunan’s modern industrial system. In recent years, the sector has seen steady expansion in scale, continuous improvements in quality and efficiency, and growing competitiveness. The province now hosts 1,174 large-scale petrochemical enterprises, up 21.2% from 2020, including six companies with revenues exceeding RMB 10 billion, 17 with revenues over RMB 1 billion, and 12 listed on the A-share market. Fifteen chemical parks have been officially recognized, with the Yueyang Green Chemical High-tech Zone and the Tongguan Chemical Industrial Area of the Wangcheng Economic Development Zone both ranking among the top 70 national chemical parks. Additionally, four national-level specialized industrial clusters for small and medium-sized enterprises have been cultivated, focusing on catalytic materials for refining and petrochemicals, new salt‑brine‑based chemical materials in Hengyang, bioenzymes in Jinshi, and high‑end chemical APIs in Liuyang. Across the province, the petrochemical sector boasts 12 national-level innovation platforms, has nurtured 11 national single‑product champions, and supports 63 “Little Giant” enterprises distinguished by specialization, refinement, distinctiveness, and innovation. It has established core competitive advantages in niche areas such as refining and petrochemical catalysts, lithium‑based polymers, elastic components for rail transit, and energy‑storage materials, thereby serving as a critical cornerstone for the development of Hunan’s strategic emerging industries, including construction machinery, rail transit, aerospace, new materials, and biopharmaceuticals.

At the conference, the Provincial Department of Industry and Information Technology unveiled a provincial-level “Policy Compilation” for the modern petrochemical industry, along with a “Product Supply List,” a “Market Demand List,” and an “Industrial Technology Needs List,” covering supply and demand information from more than 280 enterprises. A signing ceremony was held, during which suppliers and buyers, as well as industry–university–research collaboration partners and financial institutions, signed cooperative agreements spanning multiple dimensions, including product supply, technology transfer, R&D breakthroughs, and financing partnerships. In total, the matchmaking event resulted in 112 supply‑demand contracts and 17 bank‑enterprise financing collaborations. Additionally, the conference arranged on-site visits for attendees from both inside and outside the province to the Yueyang Green Chemical High-tech Industrial Park, where they inspected key projects, pilot-scale test facilities, and an integrated information platform, gaining a firsthand understanding of Hunan’s capacity to support its modern petrochemical sector, its level of industrial support, and its dynamic development momentum.
The successful convening of this matchmaking event has provided an important platform for upstream and downstream enterprises across the province’s modern petrochemical industry chain to deepen mutual understanding, strengthen trust, and forge collaborative partnerships. It will play a proactive role in enhancing the local supply‑chain integration rate and overall competitiveness of the modern petrochemical sector, as well as in building a modern industrial system.
The Chemical Engineering Institute was originally the Design Institute of the former Hunan Provincial Bureau of Chemical and Petroleum Industries and the Design Institute of the Provincial Department of Chemical Industry. It serves as a provincial-level design institute for the chemical and pharmaceutical sectors and functions as the technical support body for the province’s task force on the modern petrochemical industry. The institute hosts several innovation platforms, including the “Provincial Enterprise Technology Center” under the Provincial Department of Industry and Information Technology, a specialized, refined, distinctive, and innovative enterprise designation, the “Joint Graduate Training Base” for science–education integration established by the Provincial Department of Education, the “Integrated Electro‑Hydrogen‑Ammonia‑Alcohol Technology Platform in the Emerging Energy Sector” sponsored by the Provincial Department of Science and Technology, the “Municipal Electrochemical Energy Storage Materials Technology Innovation Center” under the Changsha Municipal Science and Technology Bureau, and the “Municipal Enterprise Technology Center” designated by the Changsha Municipal Development and Reform Commission. The institute has undertaken design and consulting services for the majority of chemical projects within the province. In recent years, it has participated in the drafting of policy documents, management measures, research and analysis reports, industry‑specific studies for the 15th Five-Year Plan period, and development plans for the sector during that same period. It has also been involved in technical work related to the establishment, re‑evaluation, expansion, and safety oversight of provincial chemical industrial parks, providing planning, consulting, design, and engineering‑industrialization support for the province’s modern petrochemical industry and associated projects. With an intimate understanding of national and industry standards and regulations pertaining to chemical parks, the institute has delivered comprehensive technical advisory services to numerous chemical parks both within and outside the province. It has prepared a substantial portfolio of master plans, industrial development strategies, safety‑management frameworks, feasibility studies and detailed control‑oriented plans, park‑level industrial development guidelines, and lists of prohibited, restricted, and controlled substances. Furthermore, it has conducted project appraisal and review, design verification, safety diagnostics, tailored “one‑park‑one‑policy” solutions, thematic seminars on park development, and expert‑consulting services for these industrial parks.
