On May 13, Zeng Qiaohong, Deputy Chief Engineer of the Chemical Engineering Institute and Director of the Chemical Engineering Planning Research Institute, along with Zeng Lingjun, Assistant to the General Manager and Deputy Director of the same institute, led a delegation to Shimen County to conduct a special research mission on the planning and development of the chemical industrial park. In the morning, a team of experts from the Institute of Chemical Engineering conducted an on-site survey of relevant plots within the Shimen County High-tech Industrial Park. The team inspected the proposed site’s locational layout, land‑use scale, transportation network, and surrounding environment, while also assessing the park’s existing industrial base, current land‑use patterns, and constraints to future development. Drawing on established standards for chemical‑industry park development, the expert panel carried out a preliminary evaluation of the site’s planning suitability, potential spatial optimization strategies, and infrastructure‑support requirements, thereby gaining a thorough understanding of the local conditions to inform the subsequent preparation of the park’s master plan and the expansion of the Shimen High-tech Industrial Park.

In the afternoon, a special symposium on the planning and construction of a chemical industrial park was held at the Shimen County Bureau of Industry and Information Technology, focusing on in-depth exchanges and coordination around the key tasks of upgrading and enhancing Shimen County’s chemical industry and establishing a new chemical industrial park. Tian Hui, Secretary of the Party Working Committee of the Shimen High-tech Industrial Development Zone, delivered the opening remarks, warmly welcoming the expert team from the Chemical Research Institute to Shimen for their fact-finding visit. He expressed strong recognition of the Institute’s professional and technical expertise and voiced high expectations that it would help Shimen advance the preparatory work for the newly established chemical park. Following this, representatives from various relevant departments in Shimen County presented updates on the progress of the new chemical park project, with particular emphasis on several major priority tasks currently under active pursuit.

Following the presentations on each department’s work, the expert team from the Institute of Chemical Engineering, drawing on the morning’s on-site inspection, offered professional insights and practical recommendations to guide the development of the Shimen County Chemical Industrial Park. They proposed actionable optimization measures addressing key issues such as refining the urban development boundary, aligning and integrating the expansion of the High-Tech Zone with the chemical park’s master plan, and rationalizing the spatial layout. Through in-depth discussions, both sides agreed on establishing a mechanism for regular follow-up and identified priority areas for collaborative advancement.
Chen Yi, a member of the Standing Committee of the Shimen County Party Committee and Deputy County Mayor, delivered a concluding speech. He emphasized that the newly established chemical industrial park is a crucial lever for Shimen County to address its industrial shortcomings, unlock local resources, and drive high-quality economic development. He expressed the hope that both sides would take this research and coordination visit as an opportunity to establish a long-term, stable strategic cooperation mechanism, fully leveraging the Chemical Research Institute’s robust technical expertise and extensive experience in park planning and development.
