On May 3, Gu Junying, Executive Vice Mayor of Shenyang; Qi Xin, County Governor of Kangping County; and Zhao Haijun, Deputy Director of the Management Committee of the Kangping County Economic Development Zone, among others, conducted a field visit to the Shenyang Wind-to-Hydrogen Integrated Biomass-Based Green Alcohol-Oil Demonstration Project (hereinafter referred to as the Shenyang–Kangping Project).
Li Bo, Deputy Chief Engineer of China Electric Engineering Corporation and General Manager of China Energy Construction Bocreat Green Fuel (Shenyang) Co., Ltd., provided a detailed overview of the Kangping Project in Shenyang. Centered on Kangping County’s unique “wind power + biomass” integrated energy model, the project is being implemented in three phases. It will feature 2 GW of wind power capacity and process approximately 3 million tons of biomass feedstock annually, with an annual output of 500,000 tons of green fuel. In addition, the project incorporates a green computing hub, pioneering a synergistic development pathway that integrates green electricity and computing power. By establishing a closed-loop, low‑carbon value chain spanning “green electricity–green hydrogen–green chemicals–green computing,” it aims to set a new industry benchmark for the deep integration and coordinated advancement of green energy and the digital economy.
Vice Mayor Gu Junying listened carefully to briefings on the project’s overall planning and layout, as well as its core technological innovations, and expressed full appreciation for the successful establishment of the project in Kangping County.
He pointed out that the Kangping Project in Shenyang serves as a benchmark example of close collaboration and deep cooperation between a central state‑owned enterprise and the Shenyang Municipal People’s Government, setting a strong precedent for coordinated development between central and local authorities. He expressed the hope that the company will take this project as a starting point, further cultivate the fertile ground of Liaoning Province, continuously increase its investment, strive for excellence in production and operations, scale new heights in technological upgrading, and fortify safety management, all while pressing ahead with unwavering determination toward the development goals set for the 15th Five‑Year Plan period. At the same time, he urged relevant municipal departments to strengthen their service orientation, proactively engage in coordination, ensure comprehensive support for key resources, fully implement all supportive policies, and actively promote the wider application and demonstration of new technologies, new products, and new scenarios, thereby providing robust safeguards for the project’s growth and contributing to the high‑quality development of the local economy.
