According to the Hunan Provincial Emergency Management Department Mid-term supervision and inspection of the implementation of key tasks for hazardous chemicals in 2025 In accordance with relevant work requirements, Starting from July 22, a team led by Zou Haixiang, deputy director of the Hazardous Chemicals Department of the Provincial Emergency Management Department, and an expert group from the Chemical Engineering Institute went to five cities and prefectures, including Changsha, Changde, Yueyang, Xiangtan, and Yiyang, to provide expert guidance services.
After receiving the relevant work tasks from the Provincial Emergency Management Department, the Chemical Engineering Institute attached great importance to it and actively organized about 20 technical backbones in the areas of park planning, chemical processes, equipment, and safety to provide expert guidance services to the five cities and prefectures of Changsha, Yueyang, Xiangtan, Changde, and Yiyang (including chemical parks and chemical enterprises). From six dimensions: the legality of access, the safety of the process, the reliability of the equipment, the standardization of operations, the stability of the environment, and the effectiveness of supervision, the team identified and resolved issues and prominent hidden dangers that restrict the safe production of cities, counties, parks, and enterprises, and improved the level of intrinsic safety.
This supervision and inspection organically integrates with the annual key tasks such as the provincial supervision of major hazard sources, the provincial review of high-risk sub-sectors, and the cross-departmental joint law enforcement plan, focusing on checking the following five aspects: ( (1) The situation of enterprises conducting special inspections and rectifications of major hazard sources and high-risk sub-sectors and the governance of hidden dangers; (2) The digital system of the dual-prevention mechanism for enterprises with major hazard sources, the online performance of responsibilities, the construction and application of special operation permits and operation management systems, personnel positioning systems (including personnel gathering risk monitoring and early warning functions), the construction of alarm optimization management scenarios, and key pump status monitoring scenarios; (3) The implementation of enterprise risk identification and the ‘one map, one table, one list’ work; (4) The implementation of the enterprise's internal reporting and reward system for safety hazards; (5) The improvement of the ‘ten prohibitions’ in chemical parks.
This supervision and inspection fully demonstrated the high-quality service level of the expert team from the Chemical Engineering Institute, and received strong support and technical affirmation from the emergency management departments, chemical parks, and enterprises. It will further improve the intrinsic safety level of chemical parks and enterprises in our province and promote the high-quality development of the chemical industry in Hunan Province.
