Changsha Wangcheng Tongguan Industrial Park is located on the eastern bank of the lower reaches of the Xiangjiang River. It is Changsha’s only provincial-level chemical industrial park and serves as the core eastern‑bank development zone within the Wangcheng Economic Development Zone’s “One River, Two Wings” cross‑river strategy. The park’s development trajectory is shifting from a “circular economy + port‑adjacent manufacturing” model to a modern chemical industry system led by advanced chemical materials. This project covers a total land area of approximately 110 mu, with a total floor area of about 17,000 m². 2 , with a floor area ratio of 0.6, a building density of 35%, and a green space ratio of 11%, the project is subject to a maximum building height of 24 meters. The main construction scope comprises the first phase of the Tongguan Pilot-Scale Testing and Achievement-Transformation Base Project in the Wangcheng Economic Development Zone, which involves the new construction of Class A workshops along with supporting utility systems and ancillary facilities. The individual buildings include Class A Workshops No. 1–6, Class A Warehouses No. 1–6, a tank farm, a central control building, a laboratory building, an electrical substation and power plant, a maintenance workshop, a circulating water station, a fire‑water supply station, an initial rainwater collection pond, an accident‑response pond, and a wastewater treatment plant, among other functional facilities. The project plans to attract related ventures in chemical APIs, fine chemicals, and related fields.
This project is located in the Tongguan Provincial Chemical Industry Park, where it will, on the one hand, help enterprises within the park upgrade and refine their processes, incubate high‑value‑added science and technology projects such as pharmaceutical intermediates and next‑generation energy‑storage materials, and strengthen upstream and downstream supply chains for new materials and biopharmaceuticals. On the other hand, it will attract cutting‑edge R&D initiatives and top‑tier industry talent, enabling the park to break free from low‑end, homogeneous competition and continuously enhance per‑mu economic returns and its sectoral influence. The project also integrates standardized facilities for fire safety and emergency response, hazardous chemical storage, centralized treatment of waste streams, and unified utility and power supply, achieving unified management of hazardous‑chemical experiments and centralized disposal of pollutants, thereby significantly mitigating safety and environmental risks associated with chemical pilot‑scale operations.
