Leveraging the strengths of its chemical‑industry think tank, experts from the Chemical Research Institute were invited to deliver a specialized lecture at the province‑wide training program on fire safety review and approval for construction projects.
Recently, the Provincial Department of Housing and Urban–Rural Development organized a professional development training course for fire‑safety review personnel in construction projects across the province, scheduled for 2026. Nearly 60 key officials responsible for fire‑safety review work and senior staff from the housing and urban–rural development departments of the province’s 14 cities and prefectures, as well as the Xiangjiang New Area, attended the program. Kang Wenbin, Director of the Second Division of Chemical Engineering at the Institute of Chemical Industry, was invited as an industry expert to deliver a special lecture, sharing insights on source‑level control strategies and practical engineering experience in the fire‑safety review process for petrochemical and chemical projects.

Recently, the Provincial Department of Housing and Urban–Rural Development organized a professional development training course for fire‑safety review personnel in construction projects across the province, scheduled for 2026. Nearly 60 key officials responsible for fire‑safety review work and core staff from the housing and urban–rural development departments of the province’s 14 cities and prefectures, as well as the Xiangjiang New Area, attended the training. Kang Wenbin, Director of the Second Division of Chemical Engineering at the Institute of Chemical Engineering, was invited as an industry expert to deliver a special lecture, sharing insights on source‑level control strategies and practical engineering experience in the fire‑safety review process for petrochemical and chemical projects.
In August this year, Dean Kang Wenbin was initially invited to Central South University to deliver a special lecture for the professional capacity‑building training program aimed at fire‑safety review personnel in the petrochemical engineering sector of Shandong Province’s housing and urban–rural development system. The content of his lecture received unanimous praise from all participants. This time, he has once again been invited to teach at our province’s construction‑project fire‑safety review training, adopting a perspective rooted in process‑level fundamentals and engineering design to conduct focused discussions on the key provisions of fire‑safety technical standards for petrochemical projects.

Fire safety hazards in chemical and new‑materials projects often arise not in the later stages—such as building construction or fire‑protection systems—but at the very outset, during the process design phase. During his presentation, Kang Wenbin moved beyond a mere recitation of code provisions, instead drawing on numerous real‑world engineering cases involving blueprint reviews and on‑site inspections to conduct an in‑depth analysis of the root causes of inherent fire‑safety risks in chemical, petrochemical, and pharmaceutical projects. He emphasized that insufficient identification of material hazard characteristics, inaccurate assessment of process operating conditions, failure to properly identify explosion‑release sources, inappropriate selection of codes and standards, and confusion in the classification of buildings, plant structures, and storage facilities can all readily give rise to fundamental design flaws. Such deficiencies are difficult to fully rectify and eliminate through post‑construction review alone.
During the specialized lecture, a reverse-tracing approach to verification work was proposed: When conducting fire safety reviews for petrochemical projects, it is essential to adhere to the principle of “first identifying process‑related hazards, then selecting applicable codes and standards, and finally carrying out multidisciplinary verification.” Reviewing only architectural and fire‑protection drawings is insufficient; it is also necessary to trace back to the original process documentation and comprehensively integrate national construction standards, AQ industry safety‑production standards, and the relevant requirements set forth by emergency management authorities. This training session is structured into four major modules: the scope of application of laws, regulations, and standards; fire‑hazard identification; classification of explosive‑hazardous areas; and cross‑disciplinary technical measures for fire and explosion prevention. During the course, participants engaged in thorough discussions with key personnel on practical challenges such as fire‑hazard assessment, explosive‑hazardous area delineation, qualitative evaluation of buildings and structures, and the implementation of specialized technical measures.
As a think-tank and technical institution deeply rooted in the chemical, petrochemical, and pharmaceutical sectors within our province, the Chemical Engineering Institute has long maintained a rigorous approach to ensuring the intrinsic safety of projects by addressing risks at the process‑design stage. Over the years, it has amassed an extensive portfolio of project design and consulting services spanning fine chemicals, phosphate chemistry, new‑energy materials, and other fields, with numerous technical experts listed in provincial, municipal, and industry‑level expert databases. This invitation to deliver training on provincial housing‑and‑urban‑rural development fire‑safety review and approval processes represents official recognition of the Institute’s technical expertise, as well as a significant step in leveraging its think‑tank capabilities to advance the industry’s safe development. Moving forward, the Institute will continue to capitalize on its strengths in chemical‑industry design, proactively align with the technical needs of regulatory authorities, focus on enhancing intrinsic safety in the petrochemical sector, share additional technological breakthroughs and engineering experience, and contribute its design expertise to the high‑quality, safe construction of chemical and new‑energy projects across the province.
