Recently, the Hunan Provincial Survey and Design Association officially announced the list of award-winning projects for the “2025 Hunan Province Outstanding Engineering Survey and Design Achievements Evaluation.” Relying on its robust technical expertise, meticulous design standards, and comprehensive project management capabilities, the Chemical Research Institute had three design projects each recognized as provincial-level outstanding industrial engineering works. The project received both a first‑class and a third‑class award; notably, the benchmark project that won the first‑class design prize also secured a third‑class award for general contracting, marking the first time our institute has earned an accolade in the general contracting category. This multi‑project, multi‑dimensional recognition fully underscores our institute’s core competitiveness in chemical engineering design and the groundbreaking growth of our engineering general contracting business.
Provincial Outstanding Design in Industrial Engineering First-class achievement of the project: “Indonesia RAPP Kolinji 180 TPD Hydrogen Peroxide Project” It is a key project prioritized for cultivation in Hunan Province’s overseas investment and cooperation efforts, and also a significant practical initiative through which the Chemical Research Institute has helped advance the export of hydrogen peroxide technology and equipment under the Belt and Road green‑cooperation framework. The project design employs the Institute’s proprietary “New Process—Engineering Design for Hydrogen Peroxide Production under Fully Acidic Working‑Liquid Conditions,” a low‑pollution production process encouraged by national policy. Located in Kolinzi, northern Sumatra, the project site represents a quintessential overseas chemical‑engineering undertaking. Drawing on cutting‑edge technological concepts, the project team effectively addressed complex challenges such as discrepancies between domestic and international technical standards, adaptation to local environmental conditions, and intricate cross‑border coordination. With green development in mind, they implemented a range of measures to comprehensively optimize the design. Targeting longstanding industry pain points—low working‑liquid solubility, limited capacity‑adjustment range, high operating energy consumption, inadequate mass‑and‑heat transfer efficiency, and subpar intrinsic safety of process systems—the team leveraged core technological innovations to overcome foreign‑technology barriers, establishing a competitive edge on critical performance indicators and constructing Indonesia’s largest hydrogen peroxide production facility. The project commenced design in July 2021 and was completed, accepted, and successfully commissioned at its first startup in January 2024. Over the past two years, the production line has operated with remarkable stability, delivering high‑quality products. Thanks to its advanced, intelligent technologies, the plant boasts low production costs, strong economic returns, and notable environmental and energy‑saving benefits, making it a benchmark project in Indonesia’s hydrogen peroxide sector. It provides a model for green manufacturing within the country, driving industrial transformation and enhancing China’s international influence in the chemical industry.

“Indonesia RAPP Kolinji 180 TPD Hydrogen Peroxide Project” EPC contract, Relying on high‑quality design outcomes, the project team established an integrated system encompassing “domestic prefabrication, cross‑border logistics tracking, and localized installation,” enabling coordinated management of cross‑border transportation risks and reducing equipment transit times by 20%. Through a standardized management framework, meticulous on‑site oversight, and highly efficient coordination, the project was successfully completed and commissioned with high quality and efficiency. Moreover, it facilitated the export of Chinese technology, design, standards, and equipment to overseas markets, enhancing the brand presence of Hunan‑based enterprises in Southeast Asia’s chemical industry and laying a solid foundation for future industrial cooperation. The project has been awarded… Third-Class Achievement of the Provincial Outstanding Engineering General Contracting Project This marks the first time that the Institute of Chemical Engineering has won a general contracting award in a prestigious industry‑wide ranking since it began engaging in EPC business, successfully transforming its design expertise into comprehensive EPC capabilities and filling a gap in our institute’s portfolio of industry‑recognized EPC awards.

Provincial Outstanding Design Industrial Engineering Project, Third Prize: “Bailingtianshou China Medical Development Center Project” It is a key project under the national demonstration base for mass entrepreneurship and innovation, and the world’s first high-tech enterprise specializing in personalized, custom‑made traditional Chinese medicine, as well as a modern production base for TCM herbal slices. The project incorporates cutting-edge design principles and optimizes manufacturing processes, seamlessly integrating time‑honored TCM traditions with Industry 4.0 technologies. This enables end-to-end traceability and full‑process compliance with GMP quality‑management standards, resulting in a state‑of‑the‑art, energy‑efficient, eco‑friendly, green factory. Completed and commissioned in April 2024, the facility has maintained stable operations for over a year, delivering high‑quality products and establishing a new closed-loop system in the TCM pharmaceutical sector. It has pioneered personalized, modern, and industrialized TCM services—“one formula per person” and “one dose per person”—yielding significant economic and social benefits.

Provincial Outstanding Design Industrial Engineering Project, Third-Class Award: “Hunan Weimo New Materials Co., Ltd. 11,500 t/a New Materials Intermediate Production Facility Project (Phase I: 5,000 t/a o‑tert‑butylphenol and 2,000 t/a o‑isopropylphenol Construction Project)” As an off-site relocation project, the design process was informed by thorough research into the client’s existing facility and leveraged extensive experience to optimize production workflows. A comprehensive suite of energy‑saving measures was implemented to reduce resource consumption, giving the product a distinct cost advantage. During construction, despite tight deadlines, heavy workloads, and a dynamic external environment, the design team provided unwavering support and robust on‑site guidance, ensuring the project was completed on schedule. Following commissioning, the project has further strengthened the client’s market position for o‑tert‑butylphenol and o‑isopropylphenol both domestically and internationally.
In 2026, the Chemical Engineering Institute was awarded four Hunan Provincial Awards for Outstanding Engineering Investigation and Design as well as Engineering General Contracting, further enriching its portfolio of high‑quality project achievements and demonstrating its comprehensive technical capabilities in pursuing high‑quality “design + general contracting” development. We are confident that, in our future endeavors, under the guidance of China Energy Engineering Group Hunan Institute’s ambitious 865 strategic vision, the Chemical Engineering Institute will continue to deepen its commitment to technological innovation, rigorously ensure project quality, fully leverage the exemplary and leading role of benchmark projects, and steadily expand its general contracting portfolio. By delivering more specialized expertise and higher‑quality engineering services, we will contribute to the high‑quality, green, and intelligent development of the chemical industry.
