The research team visited the intelligent safety risk control platform of the Tongguan Chemical Park, and key enterprises such as Yongshan Lithium Industry, Xiangjiang Guanxi Coatings, and Songyuan Biotechnology. They gained a detailed understanding of the current status and development plans of the chemical park in terms of industrial layout, safety and environmental protection, technological innovation, and project construction, with a focus on the park's report on the achievements of the "14th Five-Year Plan" and the development ideas for the "15th Five-Year Plan."
At the discussion meeting, Jiang Ningfei pointed out that the "15th Five-Year Plan" period is a critical window for our province's petrochemical industry to achieve transformation, upgrading, and green low-carbon development. As an important chemical industry cluster in the province, the Tongguan Chemical Area of Wangcheng Economic Development Zone should build on its existing foundation, focus on high-end fine chemicals, new materials, and other fields, scientifically plan the extension of the industrial chain, the construction of pilot bases, and safe green transformation, to create a modern fine chemical industry cluster with core competitiveness.
To prepare the "15th Five-Year Plan" for the modern petrochemical industry in our province, the Chemical Institute formed a working group and conducted field research in Fujian, Zhejiang, Hubei, and other provinces with the Provincial Department of Industry and Information Technology. They visited the China Petroleum and Chemical Industry Federation for study and exchange, participated in the "15th Five-Year Plan" development ideas seminar held by the Petrochemical Planning Institute, collected and summarized petrochemical industry data from various cities and prefectures within the province, conducted comparative analysis with other provinces to understand the baseline and clarify ideas. The Provincial Department of Industry and Information Technology organized special discussions and exchanges among planning groups from various industrial sectors for the "15th Five-Year Plan," and the working group absorbed good experiences and practices from other industry planning groups. In the early stage of the "15th Five-Year Plan" preparation, the Chemical Institute's planning research team completed the "Hunan Province Modern Petrochemical Industry Development Report 2024" and the "Preliminary Research on the '15th Five-Year Plan' Preparation," officially launching the preparation work for the "15th Five-Year Plan" of Hunan's modern petrochemical industry. Next, the Chemical Institute will cooperate with the Provincial Department of Industry and Information Technology to systematically organize research results, conduct in-depth studies on the "15th Five-Year Plan" development of the province's petrochemical industry, provide scientific basis for government decision-making, and inject new momentum into industrial development.
