According to the work deployment of the Ministry of Industry and Information Technology and four other departments' "Notice on Promoting the Standardized Construction and High-Quality Development of Chemical Industrial Parks," to continuously advance the standardized construction and recognition management of chemical industrial parks across the province, effectively enhance the competitiveness, intelligence level, and quality of self-evaluation reporting of chemical industrial parks, on August 26, the Provincial Department of Industry and Information Technology organized a special training session on the competitiveness and intelligence grading evaluation of chemical industrial parks throughout the province. Deputy Director Ouyang Xiaofeng of the Provincial Department of Industry and Information Technology, Secretary-General Yang Ting of the Chemical Industrial Park Working Committee of the China Petroleum and Chemical Industry Federation attended and spoke at the meeting. Several experts gave on-site lectures. Relevant persons in charge from the Petrochemical Industry Division of the Provincial Department of Industry and Information Technology, industry and information technology bureaus of various cities and states, and 17 chemical industrial park management committees participated in the training. The Chemical Institute Planning and Research Institute participated as a technical support unit.

The training focused on two main themes: competitiveness and intelligence evaluation of chemical parks. Centered on the "Guidelines for Competitiveness Evaluation of Chemical Parks" (HG/T 6312-2024) and the "Guidelines for Intelligence Evaluation of Chemical Parks" (HG/T 6313-2024), it provided a systematic interpretation of the preparation ideas, indicator systems, evaluation methods, and reporting specifications, and proposed practical paths for competitiveness improvement and intelligent transformation based on case studies.
As a provincial-level chemical and pharmaceutical design institute, the Chemical Institute has deeply cultivated the field of chemical park planning and consulting, forming a highly advantageous and distinctive technical brand. It has provided comprehensive technical consulting services for multiple chemical parks inside and outside the province, established strategic cooperation relationships with many chemical parks within the province, and prepared a large number of overall development plans, industrial development plans, safety development plans, feasibility studies and regulatory detailed plans, industrial development guidelines, and restricted control catalogs for the parks. It has conducted project evaluation and review for park entry, design verification and safety diagnosis, one-park-one-policy plans, special seminars on park development, expert services, and more for chemical parks.
Through this systematic training, the Chemical Institute further solidified its precise understanding and practical ability regarding the two guidelines. It can provide one-stop services from evaluation system reporting guidance to transformation and improvement path analysis, catering to the needs of competitiveness enhancement and intelligent transformation of chemical parks, helping to improve the competitiveness and intelligence level of chemical parks.
