On August 21, the analysis meeting on the operation situation of the modern petrochemical industry in our province in the first half of the year and the symposium on the preparation of the "14th Five-Year Plan" was held in Changsha. Responsible leaders from the Provincial Department of Industry and Information Technology, Provincial Development and Reform Commission, Provincial Bureau of Statistics, and Provincial Taxation Bureau; leaders of the modern petrochemical industry chain working groups from Yueyang City, the salt chemical industry chain working group from Hengyang City, the new chemical materials industry chain working group from Chenzhou City, and the responsible leader from the Changde Municipal People's Government; leaders from leading provincial enterprises including Hunan Petrochemical, Times New Materials, Salt Industry Group, Haili Group, Xiangjiang Coatings, and Hengyang Jiantao; and relevant leaders from universities and research institutes such as Hunan University, Central South University of Forestry and Technology, and the Chemical Industry Institute attended the meeting. At the symposium, the Provincial Department of Industry and Information Technology reported on the work of the modern petrochemical industry in the province in the first half of the year, the industry operation situation, and the preliminary research on the "14th Five-Year Plan" for the petrochemical industry; key enterprises (Hunan Petrochemical, Times New Materials, Salt Industry Group, Haili Group, Xiangjiang Coatings, Hengyang Jiantao) reported on production and operation, progress of key projects, existing difficulties and problems, and next steps, as well as opinions and suggestions on the development of the petrochemical industry during the "14th Five-Year Plan" period; key cities and prefectures (Yueyang, Hengyang, Chenzhou, Changde) reported on the operation of the modern petrochemical industry in their regions in the first half of the year and main considerations for the petrochemical industry development during the "14th Five-Year Plan" period; relevant departments (Provincial Development and Reform Commission, Provincial Bureau of Statistics, Provincial Taxation Bureau) reported on key work and major project progress, and main considerations for promoting the petrochemical industry during the "14th Five-Year Plan" period; petrochemical industry experts made related speeches on the planning ideas for the petrochemical industry "14th Five-Year Plan".
Lin Zhiyong, as the technical support unit, gave a report. The Chemical Industry Institute has completed the "Hunan Province Modern Petrochemical Industry Development Report (2024)" and is conducting preliminary research for the "14th Five-Year Plan"; it compared and analyzed the overall operation trends of industrial added value, operating income, profits, and import-export trade volume of petrochemical enterprises above designated size nationwide and in our province in the first half of this year. Regarding the preliminary research for the petrochemical industry "14th Five-Year Plan," the main considerations are: based on existing resource endowments and foundational advantages, combined with industry opportunities and challenges, to address the supply and demand shortcomings of the province's industry "with both ends outside"; promote extension, supplementation, and strengthening of the petrochemical industry chain; build and strengthen chemical industrial parks to high standards; lead by cultivating leading enterprises to enhance comprehensive competitiveness; accelerate technological innovation and achievement transformation; adhere to safety and environmental protection bottom lines. At the same time, adhering to a problem-oriented approach, it is suggested that our province's modern petrochemical industry focus on "resolving pain points and blockages in the development of chemical industrial parks, promoting sustainable and high-quality development of the petrochemical industry, and enhancing the technological innovation competitiveness of the petrochemical industry."
