The preliminary research project of the 15th Five-Year Plan for the petrochemical industry in Hunan Province undertaken by the Chemical Engineering Institute has successfully passed expert review.
On August 20, the Provincial Department of Industry and Information Technology organized a review meeting for the preliminary research project of the "15th Five-Year Plan" for the petrochemical industry in Hunan Province. The meeting was chaired by Deputy Director Ouyang Xiaofeng of the Provincial Department of Industry and Information Technology. Participants included the Petrochemical Industry Division of the Provincial Department of Industry and Information Technology, the Provincial Petrochemical Industry Association, industry experts, professors, Lin Zhiyong, Party Secretary and General Manager of the Chemical Institute, Chief Engineer and Deputy General Manager Zhou Niannan, and members of the project research preparation team.

8月20日，省工信厅组织开展湖南省石化行业“十五五”规划前期课题研究评审会，会议由省工信厅副厅长欧阳晓风主持，省工信厅石化工业处、省石化行业协会及行业专家、教授等参会评审，化工院党委书记、总经理林智勇，总工程师兼副总经理周念南及本课题研究编制组成员参会。
石化行业是我省“4×4”现代化产业体系的重要组成部分，是工程机械、轨道交通、航空航天、新材料、生物医药等产业发展的重要基石。我省石化行业“十五五”规划前期课题研究《湖南省石化行业转型升级路径研究》聚焦我省石化行业面临的发展形势、行业发展现状、技术前沿与创新驱动发展，系统梳理了产业发展的痛点、堵点与突破点，为我省进一步推动石化行业高质量发展提供了针对性强、操作性高的决策参考。
评审专家组从课题研究深度、数据支撑、战略契合度等多个维度对课题研究报告进行了评审，一致认为本课题研究对国内外石化行业发展状况进行了横向对比，对我省石化产业链重点企业、重点项目建设进展、关键技术创新应用等方面进行纵向归纳，精准把握了我省石化产业“强基础、补短板、促创新”的核心需求，提出的对策建议，与我省“三高四新”战略定位高度契合，具有较高的决策参考价值和实践指导意义。
我省石化行业“十五五”规划前期课题研究《湖南省石化行业转型升级路径研究》顺利通过专家评审，彰显了化工院在服务工业领域、支撑石化行业战略发展上的深厚积累与专业能力。化工院将持续深化石化行业转型升级相关研究，聚焦高端化、数智化、绿色化、融合化四大主攻方向，强化与行业协会、龙头企业的协同攻关，为我省加快推进石化行业提质增效、打造国家重要先进制造业高地提供高质量智力支撑。
