Recently, Hengyang Songmu Economic Development Zone held a special mobilization and deployment meeting for safety production rectification in the chemical industry. Gong Weibing, Deputy Director of the Provincial Emergency Management Department, presided over the meeting. Relevant leaders from Hengyang Emergency Management Bureau, Songmu Economic Development Zone, main leaders of 32 chemical and hazardous chemical enterprises in the chemical sector of Songmu Economic Development Zone, and leaders of the support work task force attended the meeting.

Recently, Hengyang Songmu Economic Development Zone held a special mobilization and deployment meeting for safety production rectification in the chemical industry. Relevant leaders from Hengyang Emergency Management Bureau, Songmu Economic Development Zone, 32 main responsible persons of chemical and hazardous chemical enterprises in the chemical area of Songmu Economic Development Zone, and leaders of the assistance work team attended the meeting.
The meeting provided a comprehensive interpretation of the "Hengyang Songmu Economic Development Zone Chemical Industry Safety Production Special Rectification Work Plan." According to the plan, the Provincial Emergency Management Department will lead the establishment of a special rectification work team. From now until December 31, a five-month special rectification will be carried out in the chemical industry of Hengyang Songmu Economic Development Zone. The focus will be on enterprise safety production conditions and safety management system construction, the "Ten Haves and Two Bans" construction in the park, and the operation of the regulatory system and mechanism. All chemical and hazardous chemical enterprises within the jurisdiction of Songmu Economic Development Zone will be included as key special rectification targets. The work team will simultaneously provide guidance and assistance on park construction and the safety production supervision effectiveness of local relevant departments.
Starting from August 18, Fan Meilian, Director of the Hazardous Chemicals Supervision Division of the Provincial Emergency Management Department, and He Sha, Deputy Director, led a team of experts from the Chemical Institute to enter the chemical area of Hengyang Songmu Economic Development Zone to carry out on-site safety production assistance work. Upon receiving the related tasks, the Chemical Institute promptly formed a special assistance team composed of key technical backbones in general planning, chemical processes, chemical equipment, instrumentation, electrical, and safety to provide solid professional technical support for the assistance work. This assistance covers all hazardous chemical production enterprises within the jurisdiction of Songmu Economic Development Zone and extends to key areas such as the "Ten Haves and Two Bans" construction in the chemical area and the improvement of safety production supervision effectiveness of local relevant departments.
The assistance work team strictly reviewed enterprise safety production conditions (including safety production permit conditions) in accordance with national laws, regulations, and standards, and evaluated the enterprise safety management system (safety responsibilities, safety investment, safety training, safety management and emergency rescue "five in place," as well as the construction of safety risk hierarchical control and hidden danger investigation and governance "dual prevention mechanism"). The key inspection focused on four aspects: (1) prominent issues repeatedly found; (2) other key inspection items of various specialties; (3) self-inspection items for the "Four Zero Clearances" rectification tasks of fine chemical enterprises; (4) key self-inspection items during major events and resumption of work and production.
This on-site safety production assistance fully demonstrated the high-quality service level of the Chemical Institute expert team, received strong support and recognition from emergency management departments, chemical parks, and chemical enterprises, and will further improve the intrinsic safety level of chemical parks and enterprises in our province, promoting the high-quality development of the chemical industry in Hunan Province.
