In recent years, the province has vigorously promoted prefabricated buildings, especially setting a year-on-year increasing target for their area ratio. Although positive results have been achieved, some difficulties in practice still need to be broken. To promote the standardized, integrated, and industrialized development of prefabricated buildings, and to achieve the transformation, upgrading, and sustainable and healthy development of the traditional construction industry, on June 16, the Chemical Engineering Institute was invited to participate in a seminar on the implementation of prefabricated construction methods for chemical industrial buildings organized by the Hunan Provincial Department of Housing and Urban-Rural Development. The meeting was chaired by Jiang Lin, director of the Science and Technology Design Division of the Department of Housing and Urban-Rural Development.

The Design Department's Huang Jie introduced the content and background of the meeting, conveyed the requirements of the provincial Party committee and government on the implementation of prefabricated buildings, and pointed out that the current "Evaluation Standard for Prefabricated Buildings" (GB/T51129) regulates civil houses and municipal projects, and has not formulated differentiated indicators for special industries such as chemicals and metallurgy, making it impossible for some enterprises to achieve a "tailor-made" approach. In order to implement the relevant requirements of the "Hunan Province Prefabricated Building Industry Doubling 2025 Key Work Plan", a seminar on prefabricated construction methods for chemical buildings was organized to promote the high-quality development of industrial prefabricated buildings.
Resolutely implement new policies and create brilliance in the prefabricated field. The Chemical Engineering Institute, combining the architectural functional composition of chemical projects, reported on the implementation of prefabricated buildings in our institute. The implementation of prefabricated buildings in the province in the past three years is as follows: In 2022, a total of 6 prefabricated projects were implemented, with a prefabricated building area of 27,900 square meters and a maximum prefabrication rate of 61%; in 2023, a total of 3 prefabricated projects were implemented, with a prefabricated building area of 9,600 square meters and a maximum prefabrication rate of 70%; in 2024, a total of 3 prefabricated projects were implemented, with a prefabricated building area of 45,900 square meters and a maximum prefabrication rate of 71%. All the above projects are industrial buildings, and all adopt prefabricated steel structures in terms of assembly form. At the same time, our institute will further implement the Notice of the "Hunan Province Prefabricated Building Development and Improvement Three-Year Action Plan (2024-2026)", the "Action Plan for Promoting the Synergistic Green, Low-Carbon, and High-Quality Development of Intelligent Construction and New Building Industrialization", and the "Implementation Measures for the Evaluation and Management of New Building Industrialization in Changsha (Trial)" and other documents, and implement relevant policies and requirements for prefabricated buildings.
Experts exchange ideas to break through difficulties, and industrial prefabrication opens a new chapter. The experts attending the meeting fully discussed the particularity of chemical building projects and some of the difficulties encountered in prefabricated construction, such as high and irregular hole rates in floor slabs; most single buildings have an area of less than 3000㎡; with the updating and iteration of production processes and equipment, changes in process flow and equipment layout, and the need for renovation and reinforcement of existing buildings; low standardization, etc. According to the current Hunan Provincial Evaluation Standard for Prefabricated Buildings, it is difficult to meet the requirements of prefabricated buildings. Our institute conducted in-depth exchanges with experts from the standard drafting group, and the expert group suggested that prefabricated building evaluation should be carried out according to different building units for chemical projects, and that an evaluation method for industrial prefabricated buildings should be formulated.
This meeting, combined with the implementation of typical chemical park prefabrication, the prefabricated building evaluation standard drafting unit and industrial design institutes jointly discussed, effectively solved the difficulties of chemical projects in prefabricated construction, and put forward targeted solutions, laying a solid foundation for further promoting the implementation of prefabricated construction for industrial buildings. Our institute will take this meeting as an opportunity to further enhance its prefabricated technology capabilities and make its due contribution to promoting the green development of prefabricated buildings in our province.
