To implement the spirit of the CPC Central Committee and China Energy Engineering Group Corporation on establishing and practicing a correct view of political achievements, and in accordance with the requirements of the learning and education campaign at the Hunan Institute of China Energy Engineering Group Corporation, the Party Committee of the Chemical Engineering Institute organized a study-and-education activity on fostering and upholding a correct view of political achievements in Xinhua from June 27 to 28. Company leaders, department heads, and all Party members participated in the event.

Party building leads the way, and engineering‑based thinking lays the foundation for corporate development.
The first stop was the Chemical Industry Park in Xinhua High-tech Zone. The Institute of Chemical Engineering engaged in discussions with the Xinhua High-tech Zone Management Committee on the park’s development and technical support. Director Duan Zhihong of the Xinhua High-tech Zone extended a warm welcome to the Institute, and the two sides exchanged views on the current status of the park’s construction, reaching a consensus on future collaborative efforts for mutual benefit and shared growth.

The original aspiration and mission of communists is to put the people first, a principle that Luo Shengjiao upheld throughout his entire life. At the prime of his youth, at the age of twenty, he resolutely plunged into icy waters—driven by the cause of the Communist International, by the ideals and convictions cherished in the hearts of communists, and by the innate goodness deep within himself—to rescue a Korean child who had fallen into the ice. Yet he himself gave his life in that noble act, forever remaining in Korea, forever frozen at the age of twenty. What profound sense of righteousness—and what unwavering commitment to one’s original aspiration and mission—could inspire such selfless devotion? This is a lesson worthy of our deepest reflection and emulation.

Driving to Youxiqiao Village, the delegation from the Institute of Chemical Engineering, guided and briefed by village officials, toured the local infrastructure projects and examined Youxiqiao Village’s Party‑building facilities. By visiting the Party‑Mass Service Center, the Party‑Building Cultural Square, and the display wall showcasing the points‑based management system, they gained insight into the achievements of grassroots Party‑building governance. They also attended an evening Party class led by Peng Yu, the secretary of the village Party branch, who shared his observations on the profound changes the village has undergone over more than a decade in his tenure.
Since taking office in 2007, Secretary Peng Yuluan has pioneered an innovative village‑level points‑based management system. This model was featured in the Central Committee’s No. 1 Document for six consecutive years and has since been adopted by nearly 90,000 villages nationwide. Under his leadership, Youxiqiao Village has transformed from a provincially designated poverty‑stricken village into a national model community, earning more than sixty honors at the national, provincial, and municipal levels. As highlighted in his Party lectures, driven by his commitment to his hometown’s development, Secretary Peng persuaded his family to support his decision and resolutely gave up his business career to devote himself wholeheartedly to building Youxiqiao Village—a dedication that has endured for nineteen years. Over this period, he has led by example, leveraging existing resources to advance rural development, embodying the original aspiration and mission of a Communist Party member. His work truly reflects the selfless spirit of serving the people—drawing from the people and working for the people.

On the morning of June 28, the School of Chemical Engineering held a study session and a special lecture by the Party Secretary on fostering and practicing a correct view of political achievements. Following a reaffirmation of the Party membership oath, the school’s leadership team led the study of relevant documents on cultivating and upholding this correct perspective, thereby laying a solid theoretical foundation for all Party members within the institution.



During the special Party lecture, Lin Zhiyong, Secretary of the Party Committee and General Manager of the Chemical Engineering Institute, delivered a keynote address titled “Fostering the Engine of High-Quality Enterprise Development Through a Correct View of Political Achievement.” In accordance with the central authorities’ requirements for fostering a correct view of political achievements, and drawing on the Chemical Research Institute’s actual production, operations, and development conditions as well as my personal reflections, this Party‑class lecture was delivered from four perspectives, closely aligned with the core principles of a proper view of political achievements.
First, we must study deeply and understand thoroughly, firmly grasping the fundamental requirements of a correct view of political achievements. Starting from three key questions—what constitutes a correct view of political achievements, why it is essential to cultivate such a view, and what kind of correct view should be adopted—the text profoundly expounds that fostering this perspective requires adhering to reality, acting in accordance with objective laws, and consciously delivering tangible results for the people through practical, hardworking efforts. It further dissects the core principle of “delivering achievements for the people” and, in light of the company’s specific development context, underscores the critical importance of the “people‑centered” ethos for corporate growth.
Second, align with benchmarking principles to calibrate the Chemical Engineering Institute’s performance “coordinates.” In line with the new development philosophy put forward by General Secretary Xi, and in conjunction with the Chemical Research Institute’s efforts to advance technological innovation, internal coordination, and talent management, we will benchmark against the Institute’s achievements in performance‑driven development.
Third, prioritize practical action and follow the path of upholding a correct view of political achievements. Starting with clarifying the three pairs of relationships—“stability and progress,” “establishment and dismantling,” and “long-term and short-term”—this paper explores how fostering a sound approach to performance can drive high-quality enterprise development, with particular emphasis on four key pillars: “strategic steadfastness,” “planning‑driven guidance,” “technological innovation,” and “talent‑empowered enterprise building.”
Fourth, maintain a long-term vision and forge a robust sense of political achievement through unwavering Party spirit. Party members and cadres are required to maintain constant ideological vigilance, uphold the bottom line, and never cross the red line, thereby ensuring the steady and sustainable development of the Chemical Research Institute.
Cai Rui, Executive General Manager of the School of Chemical Engineering, delivered a concluding address, emphasizing that all Party members and cadres participating in this Party‑building activity must internalize its ideological essence, eschewing superficiality and formalism. He also urged all Party members, cadres, and department heads to take two key steps: first, to disseminate the content of the Party Secretary’s lecture across all departments, thereby strengthening the leading and exemplary role of Party building; second, to translate their reflections, insights, and learnings from the event into concrete, actionable measures, bolstering team building and management, and driving the School of Chemical Engineering toward higher‑quality, faster, and more sustainable development.
