The meeting conveyed the spirit of the 2026 Work Conference and the 7th Session of the 10th Trade Union Congress held by China Energy Engineering Corporation Hunan Institute. Emphasize anchoring on strategic goals, holding high the banner of the Energy Construction Strategy, focusing on breakthroughs in development, centering on value creation, acting swiftly and pragmatically with precision, comprehensively implementing the “30 concrete measures,” genuinely achieving “six tangible results,” concentrating on the “seven major development objectives,” fulfilling the “seven key tasks,” and pioneering “seven new prospects” for high-quality development.
Executive General Manager Cai Rui delivered a work report titled “Striving Vigorously, Breaking Through with Reform, and Fully Boosting the Chemical Research Institute’s High-Quality Development to Achieve New Breakthroughs.” The report conveyed: The spirit of the 2026 Work Conference of China Energy Engineering Corporation, China Electric Engineering Corporation, and Hunan Institute; The report states: In 2025, the Institute of Chemical Engineering will adhere to the working principle of "strategic leadership with technological underpinning," consolidate its "dual-core" strategy, deepen its expertise in planning and consulting, persist in technological innovation, expand market development, and strengthen technical support for relevant government departments and chemical industrial parks. As a result, the institute’s business performance will reach new heights, continuously boosting high-quality development and laying a solid foundation for implementing the "one body, two wings" development strategy and fulfilling the Hunan Institute’s “racehorse” strategy. The report emphasizes: Under the strong leadership of the Party Committee of the Hunan Institute of China Energy Engineering Corporation, the Institute of Chemical Engineering has fully implemented the state’s strategic plan for “building a new energy system,” as well as China Energy Engineering Corporation’s “1466” strategy and the Hunan Institute’s “Four Major Transformations.” Seizing development opportunities, the Institute is leveraging planning, consulting, and safety services for government agencies and chemical industrial parks as key drivers, using technological innovation as a means to promote the overseas expansion of mature, traditional processes and pursue a path of specialized, refined, and differentiated development. The Institute strives to achieve comprehensive advancement by focusing on specific areas and driving broader progress, fully implementing the strategic requirements of the 14th Five-Year Plan and laying the groundwork for the 15th Five-Year Plan. Secretary of the Party Committee and General Manager Lin Zhiyong delivered a concluding speech. We fully recognize the company’s achievements in 2025 in areas such as production and operations, technological development, and market expansion. We have analyzed and assessed the impact of both internal and external conditions on the company’s overall strategic positioning as well as its market operations and management, and hereby put forward the following requirements: First, conduct a comprehensive assessment of the development landscape and emphasize that high-quality service wins the market. Cherish every project opportunity, proactively create value for customers with solid technical expertise, high-quality service, and efficient delivery, build a strong reputation, and thereby expand the market. Second, we must accurately identify internal challenges and require the production departments to take the initiative and assume responsibility. The changes in the business landscape resulting from the company’s adaptive organizational adjustments and the challenges faced by human resources necessitate that all production departments—especially those leading in process technology—abandon their traditional “wait-and-see” mentality and proactively take the lead in coordinating and advancing projects, thereby creating the conditions for unlocking the institute’s full production capacity. Third, we should promote a positive and optimistic mindset and demonstrate our actions by getting things done. “Pessimists are always right; optimists keep moving forward.” Become an actor, seek solutions through practical action, and carry forward the tradition of overcoming difficulties. Fourth, we must remain steadfast in our confidence and determination to pursue development, and call on everyone to work together with one heart to create a better future. The entire hospital must go with the flow and, adopting a work style characterized by “speaking with authority, making firm decisions, and ensuring that every task is successfully completed,” join forces to embark on a new journey of high-quality development during the 15th Five-Year Plan period.
