On January 16, the Institute of Chemical Engineering organized a kickoff meeting for the preliminary design of the utility engineering (Phase I) of the “Phosphorus-Titanium-Iron-Lithium” coupled-cycle integrated project in Kaiyang, Guizhou. The meeting brought together representatives from clients—including Phosphorus & Chemicals Zhonghe, Zhonghe Phosphorus, Phosphorus & Chemicals Zhongkeng, and CNNC Titanium Dioxide—as well as several design institutes to discuss the project’s progress. Cai Rui, Executive General Manager of the Institute of Chemical Engineering, delivered the keynote speech on behalf of the overall design institute, while Wen Hui, Executive Deputy Head of the Kaiyang Project Preparatory Team and Party Secretary and Chairman of both Phosphorus & Chemicals Zhonghe and Phosphorus & Chemicals Zhongkeng at Guizhou Phosphorus Group, gave the concluding remarks.

The meeting focuses on the three key tasks of the Institute of Chemical Engineering: First, anchor ourselves in strategic high ground and showcase our professional strength: Deepen the technical solutions for various specialties, refine the management of project milestones, and ensure that the design outcomes align with the project’s circular economy positioning. Second, build consensus on collaboration and clearly define the direction for tackling tough challenges: Establish a normalized collaborative mechanism to efficiently connect with the owner and participating construction units, and promptly address challenging issues encountered during the design process. Third, practice the corporate spirit and jointly build high-quality projects: With an enthusiastic spirit of “willingness to take on challenges and excellence in innovation,” the team has united its efforts, focused on practical implementation, and successfully completed the project design tasks with high quality, helping to establish the project as a model national-level circular economy initiative.
The Guizhou Kaiyang “Phosphorus-Titanium-Lithium” Coupled-Cycle Integrated Project is planned to have a total investment of 33.1 billion yuan, with the first phase slated for an investment of 11 billion yuan. This project is a landmark initiative under Guizhou Province’s “High-Quality Development of Rich Mineral Resources” strategy and also represents the country’s first major project to achieve full-chain coupling among phosphorus, sulfur, titanium, lithium, and fluorine. The advancement of this project not only aligns with the national “Implementation Plan for Promoting the Efficient and High-Value Utilization of Phosphorus Resources,” but will also drive the traditional phosphate chemical industry toward a transformation focused on “value creation,” injecting strong momentum into the development of regional new-energy and new-materials industrial clusters. The Hunan Institute of Chemical Engineering Design will take this opportunity as a springboard to fully leverage its technical expertise in the fields of chemicals and energy, providing comprehensive support throughout the project’s design and construction phases and helping Guizhou turn its resource advantages into economic development strengths.
