On December 16, Lin Zhiyong, Party Secretary and General Manager of the Institute of Chemical Engineering, led a team to the site of the caustic soda relocation project at Guangyue Electrochemical Co., Ltd. in Jiangmen City to carry out a special supervision and inspection of safe production. Relevant officials from the Institute’s General Contracting Management Department accompanied the inspection and participated in a symposium and exchange.
At the project site, Lin Zhiyong and his team conducted an in-depth inspection of key areas—including the production equipment zone, the storage area, and the utility engineering zone—using on-site observations and direct inquiries. They carefully examined the project’s construction progress, the quality of equipment installation, and the implementation of safety protection measures. They paid particular attention to identifying issues and challenges remaining in the final-stage work. While commending the project site’s management efforts in terms of safety, quality, and schedule, they also pointed out several minor hazards and areas for design improvement in certain construction zones.
During the meeting with the project team and the safety production conference, Lin Zhiyong, drawing on the findings from on-site inspections, put forward clear requirements centered around the three key tasks for the next phase of the project:
First, we must firmly uphold the bottom line of safe production and lay a solid foundation for development. Convey the notice from China Energy Engineering Group regarding ensuring safe production work at the end of the year and the beginning of the new year, as well as the spirit of the safety education and warning conference held by the Hunan Institute. Emphasize that safe production is the prerequisite and lifeline for the commissioning and operation of the project. All participating construction units must further enhance their awareness of safety responsibilities and strictly fulfill their primary responsibilities for safe production. The project department needs to strengthen safety education and on-site management for construction personnel during the final-stage work, step up efforts to identify and address potential hazards, establish detailed records for identified issues, set deadlines for rectification, and implement closed-loop management. We must resolutely prevent all kinds of safety accidents and ensure a safe and smooth completion of the project.
Second, accelerate the completion and defect rectification of remaining work to ensure on-time commissioning. It is required to focus on the weak links in the final stage of the project, compile a list of remaining tasks, develop a detailed defect-elimination plan, and clearly define time milestones, division of responsibilities, and quality standards. All departments should strengthen coordination and collaboration, optimize construction organization, and efficiently advance tasks such as equipment commissioning, pipeline purging, and completion of environmental protection facilities—while ensuring safety and quality. We must make every effort to overcome difficult challenges and ensure that the project meets the conditions for operation on schedule.
Third, standardize the management of completion documentation and make preparations for handover. It should be noted that the completion documentation serves as an important basis for project completion acceptance and subsequent operation and maintenance management. Therefore, it is essential to systematically organize various documents—including design documents, construction records, inspection reports, and acceptance materials—strictly in accordance with relevant standards and specifications, ensuring their completeness, accuracy, and compliance. At the same time, we should concurrently advance the organization of documentation and the rectification of any remaining issues, making preparations in advance for the handover of documentation to ensure a smooth and successful project completion acceptance process.
Heads of all participating departments stated that they will strictly implement the requirements of this supervisory meeting, further strengthen accountability, refine measures, and make every effort to advance work related to production safety, completion of remaining tasks, and preparation of completion documentation, ensuring the project is put into operation smoothly and ahead of schedule!
