On December 2, the provincial symposium on chemical industry parks for 2025 was held in Changsha. Ouyang Xiaofeng, Deputy Director of the Provincial Department of Industry and Information Technology, attended the meeting, which was chaired by Jiang Ningfei, Director of the Petrochemical Industry Division of the Provincial Department of Industry and Information Technology. Over 70 participants attended the meeting, including officials from the Petrochemical Industry Division of the Provincial Department of Industry and Information Technology, heads of industrial and information technology bureaus from various cities and prefectures, representatives from 18 chemical industry parks, and heads of 4 key monitored chemical enterprises. Lin Zhiyong, Party Secretary and General Manager of the Chemical Research Institute, Zeng Qiaohong, Deputy Chief Engineer and Director of the Chemical Planning Research Institute, along with the planning team, also attended and exchanged views at the meeting.

The meeting featured in-depth exchanges on key topics such as the standardized management of chemical industrial parks, industry development planning, and overall industry growth. The Petrochemical Division of the Provincial Department of Industry and Information Technology introduced the revisions to the “Measures for Strict Construction Standards and Accreditation Management of Chemical Industrial Parks in Hunan Province” and the “Measures for Accreditation Management of Key Monitoring Points in Hunan’s Chemical Industry.” Meanwhile, the Institute of Chemical Engineering provided a comprehensive report on the background, main considerations, overall approach, and key contents of the “15th Five-Year Plan for Hunan’s Petrochemical Industry.”

During the symposium and exchange session, key chemical monitoring sites, chemical industrial parks, and municipal and prefectural bureaus of industry and information technology each took turns to speak, summarizing the industry’s operational performance in 2025, analyzing the prominent challenges currently faced, and offering constructive suggestions on the direction of industry development during the 15th Five-Year Plan period. In light of their practical work experience, the participating representatives put forward relevant suggestions on the “Draft Measures for Strict Standards and Accreditation Management of Chemical Industrial Parks in Hunan Province” and the “Hunan Province Petrochemical Industry Development Plan for the 15th Five-Year Plan Period.”
In his concluding remarks, Deputy Director Ouyang Xiaofeng pointed out that the 15th Five-Year Plan period represents a critical phase for Hunan Province’s petrochemical industry to undergo transformation and upgrading and achieve high-quality development. He emphasized that the dedicated team responsible for drafting the plan should thoroughly study the guiding principles of the national and Hunan provincial “15th Five-Year Plan” proposals, closely align with Hunan Province’s strategic positioning of “Three Highs and Four New,” actively benchmark against the national petrochemical industry layout, widely solicit opinions and suggestions from local authorities and enterprises, scientifically define development goals and priority areas, strengthen innovation-driven technological advancement, promote coordinated development of the industrial chain, and ensure that the plan is forward-looking, scientifically grounded, and highly operational.
The successful convening of this symposium marks substantial progress in the preparation of the “15th Five-Year” development plan for Hunan Province’s petrochemical industry. By pooling wisdom from all sectors, we have further clarified the path forward, laying a solid foundation for comprehensively enhancing our province’s core competitiveness in the petrochemical sector and achieving green, safe, and high-quality development. The Institute of Chemical Engineering will continue to deepen its research on the “15th Five-Year” development of the petrochemical industry, focusing on five key areas: high-endization, digitalization and intelligentization, green development, integration, and safety. We will strengthen collaborative efforts with industry associations and leading enterprises, providing high-quality intellectual support to accelerate the upgrading and efficiency enhancement of our province’s petrochemical industry and help build it into a major national hub for advanced manufacturing.
