Recently, the 300,000‑ton‑per‑year refined phosphoric acid project of Hubei Ningbo New Materials Co., Ltd., invested by Hubei Sanning Chemical Co., Ltd. and led by the Institute of Chemical Engineering as the general designer, successfully passed the expert review at the safety facilities design special‑topic appraisal meeting organized by the Yichang Municipal Emergency Management Bureau in Hubei Province, marking a key milestone in the project’s preliminary design phase.
Hubei Sanning Chemical Co., Ltd. is a large-scale chemical enterprise integrating modern coal chemistry, fine phosphorus chemistry, new chemical materials, and industrial services. It ranks 7th among China’s top 100 fertilizer companies and 103rd on the list of China’s Top 500 Petroleum and Chemical Enterprises. The company employs over 5,700 people, with total assets of RMB 24 billion, and operates six branch companies, ten wholly owned subsidiaries, and six controlled companies. Its production capacity includes 1.7 million tons of ammonia, 3.5 million tons of fertilizers, 4 million tons of basic chemical products, 500,000 tons of caprolactam, 1 million tons of hydrogen peroxide and cyclohexanone, and 600,000 tons of ethylene glycol annually. The 300,000-ton-per-year refined phosphoric acid project of Hubei Ningbo New Materials Co., Ltd. is located in Zhijiang City, Hubei Province, designated as a key project of Yichang City. The project covers an area of 1,344 mu and involves a total investment of RMB 12.5 billion. The project scope encompasses a 300,000‑ton‑per‑year refined phosphoric acid plant, along with associated facilities for producing 1.2 million tons per year of sulfuric acid from sulfur, 600,000 tons per year of wet-process phosphoric acid, 50,000 tons per year of potassium dihydrogen phosphate, and 1.6 million tons per year of cement retarders, as well as supporting utility systems and operational infrastructure. The engineering design covers nine sub‑projects: overall master planning, the refined phosphoric acid unit, the sulfuric acid production unit, the semi‑wet process phosphoric acid unit, the wet‑process phosphoric acid unit, the battery‑grade monoammonium phosphate unit, the potassium dihydrogen phosphate unit, the magnesium‑based fertilizer unit for fruits and vegetables, and the phosphorus‑based flame retardant unit. The Institute of Chemical Engineering is responsible for providing overall design technical services and undertaking the engineering design of the core unit—the refined phosphoric acid plant.

As the lead design institute, the Chemical Engineering Institute has fully leveraged its core role in overall coordination and technical oversight. Under the leadership of Kang Wenbin, Project Director and Dean of the Second Division of Chemical Engineering, the institute coordinated multiple specialized design firms to carry out collaborative design, establishing unified design standards, interface management protocols, and a comprehensive safety‑control system for this project. In areas such as process safety, site layout, fire‑protection systems, automated control, and emergency response, the project has been rigorously benchmarked against the most advanced domestic technical standards, ensuring that its inherent safety levels are among the industry’s highest. During the review, the expert panel unanimously concluded that the “Safety Special Chapter” is thorough and well‑substantiated, with comprehensive risk identification and robust mitigation measures, thereby demonstrating the Institute’s high level of technical stewardship and its capabilities as an integrated lead designer.

The specialized safety‑facility design report for this project has successfully passed the expert review, demonstrating the Chemical Engineering Institute’s robust capabilities in the overall design of large‑scale chemical projects and its leadership in project coordination. This achievement has further strengthened the Institute’s brand reputation in the phosphate‑chemical sector and provided invaluable experience for the project’s subsequent full‑cycle design‑consulting services. Throughout the chemical‑project design process, the Institute has adhered to the principles of “safety‑first design as the top priority, green design as the core philosophy, innovative design as the key competitive edge, and intelligent design as the direction of development.” It has amassed extensive engineering expertise in areas such as process‑flow reliability, applicability, and safety, as well as in the technical rationality, advancement, and comparative evaluation of different process‑technology pathways. Moreover, the Institute has accumulated a substantial portfolio of mature project deliverables and proprietary technologies in process‑package design and the scale‑up of laboratory‑scale equipment, which will provide solid technical support for the Hubei Ningphosphorus project and contribute to the high‑quality development of the local economy.
