In accordance with the relevant requirements of the Provincial Safety Committee’s “2026 Special Work Plan for Safety Risk Prevention and Control at Chemical Pharmaceutical Enterprises in Hunan Province,” from May 26 to June 10, Zou Haixiang, Deputy Director of the Hazardous Chemicals Division of the Provincial Emergency Management Department, led a team of experts from the Institute of Chemical Engineering to Liuyang City to provide expert services on safety risk prevention and control at 10 chemical pharmaceutical enterprises within the city’s jurisdiction.

This expert service on safety risk prevention and control is being carried out in accordance with the Provincial Safety Committee’s “Special Work Plan for Safety Risk Prevention and Control at Chemical Pharmaceutical Enterprises in Hunan Province, 2026,” with the aim of effectively strengthening safety risk management for chemicals posing an explosion hazard, enhancing safety risk control for key regulated processes, and reinforcing safety risk prevention and control in Class A and Class B fire‑hazardous areas as well as in locations prone to dust explosions. The main tasks include: (1) In accordance with the requirements of the “2026 Special Work Plan for Safety Risk Prevention and Control in Chemical Pharmaceutical Enterprises of Hunan Province,” clearly stipulate that chemical pharmaceutical enterprises lacking formal or safety‑design diagnostics must conduct plant‑wide safety‑design diagnostics, and that enterprises that have not conducted a plant‑wide safety‑status assessment within the past three years must immediately carry out such an assessment. (2) Conduct targeted inspections of the safety designs of chemical pharmaceutical enterprises involved in key regulated hazardous chemical processes, as specified in Appendix 2 of the “2026 Special Work Plan for Safety Risk Prevention and Control in Chemical Pharmaceutical Enterprises of Hunan Province.” (3) Perform inspections of chemical pharmaceutical enterprises in accordance with the “2026 Expert Guidance Service Checklist for Key Counties Handling Hazardous Chemicals.”

This round of safety risk prevention and control expert services provided by the Institute of Chemical Engineering was led by Liu Yi, a provincial emergency management expert, with a team comprising seasoned specialists in chemical process engineering, chemical equipment, instrumentation, electrical systems, and safety. Adhering to a combined approach of document review and on-site inspections, the expert group conducted field assessments at ten enterprises, including Hunan Kaibo Bio‑Pharmaceutical Co., Ltd., Hunan Kaiyuan Pharmaceutical Technology Co., Ltd., and Hunan Weite Pharmaceutical Co., Ltd. The team successfully completed the special task assigned by the Provincial Emergency Management Department and offered valuable guidance to each enterprise, thereby providing technical support for enhancing the intrinsic safety of chemical and pharmaceutical projects.

This special initiative on safety risk prevention and control has fully demonstrated the high‑quality service capabilities of the Chemical Research Institute’s expert team, earning strong support and technical recognition from the emergency management authorities, the Liuyang Economic Development Zone, and relevant enterprises. It has further enhanced the intrinsic safety levels of chemical pharmaceutical companies in Hunan Province and propelled their high‑quality development.
