At the meeting, project managers and Xiangneng Jing's commissioning supervisor respectively reported on construction quality, project progress, and commissioning operations. They comprehensively reviewed the current strengths and areas for improvement in safety management during construction and operation. Additionally, they put forward several specific requirements aimed at enhancing operational safety and overall production safety efforts, effectively ensuring the smooth implementation of future project safety management tasks.
The meeting focused on the key requirements of the "Thunder Action" initiative for safe production, emphasizing the importance of highlighting the six guiding principles: "speed," "awareness," "practicality," "comprehensiveness," "firmness," and "strictness." These principles ensure swift responses to emergencies; robust identification of inherent safety capabilities; thorough, fact-based investigations and accountability; comprehensive coverage and全员 participation across all areas; decisive enforcement aimed at achieving tangible results in management; and unwavering law enforcement that instills a strong sense of deterrence and control. Among these, "operational safety" remains the overarching core theme, calling for an effective integration of the six principles throughout the entire process—from risk identification to emergency response—thus building an impenetrable defense system across every stage.
Luo Zhiqiang, Deputy General Manager of Hunan Institute, summarized by emphasizing that safe production must be implemented "as always." First, it is crucial to strengthen the management of hazardous chemicals, proactively preventing accidents such as leaks or explosions that could jeopardize operational safety. Second, during the operation phase, while maintaining quality and output, companies should focus on cost control and accelerate the signing of operational agreements, thereby providing institutional support for standardized operations. Third, the final-stage tasks must be carried out swiftly and systematically, ensuring seamless integration of defect rectification, corrective actions, and acceptance procedures with ongoing operational safety measures. At the same time, the issue of migrant workers' wages should be elevated to a political level, guaranteeing the steady progress of the project. Luo Zhiqiang stressed that the construction of the wastewater treatment plant is directly tied to people's livelihood and well-being, making it even more critical to remain highly vigilant during the final stages—absolutely no room for complacency. All parties must rigorously implement the deployment of the "Thunder Action," diligently addressing every aspect of safe production to ensure the project is completed smoothly and delivered on time, ultimately helping the group company establish a strong reputation for safety and excellence.
After the meeting, Luo Zhiqiang and his delegation went to the construction sites of the Renhuai City Huangjiaogou Wastewater Treatment Plant Project and the Chishui Xiangnengjian Industrial Wastewater Treatment Plant EPC General Contracting Project, conducting safety production supervision and inspection. They pointed out specific safety details on-site that needed optimization, urging the project team to make immediate improvements and ensuring that operational safety management is effectively implemented—laying a solid foundation for the project's stable operation in the future.
