On April 7, Zeng Hualin, Deputy General Manager of China Energy Engineering Group Hunan Institute, led a delegation that included Zhou Xinggang, Deputy General Manager of the Chemical Engineering Institute; Zeng Qiaohong, Deputy Chief Engineer and Director of the Chemical Planning Research Institute; and Zeng Lingjun, Assistant to the General Manager and Deputy Director of the Chemical Planning Research Institute, to Lengshuijiang City to conduct a special research study on the planning and construction of a chemical industry park. The meeting was attended by Mao Donghong, Member of the Standing Committee of the Lengshuijiang Municipal Party Committee and Vice Mayor, as well as relevant officials from the Lengshuijiang Economic Development Zone, the Municipal Science and Technology and Industry Bureau, the Municipal Natural Resources Bureau, the Municipal Emergency Management Bureau, the Ecological Environment Sub-bureau, and Antimony Capital Development Co., Ltd.

In the morning, a symposium was held at the Administrative Center of Lengshuijiang City. During the meeting, the Municipal Science and Technology and Industry Bureau presented an overview of the current state of the city’s chemical industry development, while the Lengshuijiang Economic Development Zone provided a detailed report on site selection and land-use arrangements for the construction of the chemical industrial park. Subsequently, representatives from the participating organizations each delivered remarks, and a team of experts from the Chemical Research Institute offered valuable recommendations—based on their professional expertise—on standards for chemical park development and spatial planning within the park. Zeng Hualin and Mao Donghong then spoke in turn, putting forward clear directives on deepening government–enterprise cooperation and advancing park development in a scientifically sound manner.
In the afternoon, the expert team visited the proposed site for the chemical industry park to conduct a field inspection, gaining a detailed understanding of the site’s location, transportation conditions, and surrounding environment. Subsequently, the team conducted an in-depth study at SanA New Materials Co., Ltd., listening to the company’s management on its production and operations, R&D activities, and future plans, and engaging in discussions on the development trends of the chemical new materials industry.

In addition, it serves as the Hunan Provincial Oil and Gas Consulting Agency and Policy Think Tank (Hunan Provincial Research Institute for Oil and Gas Development), as well as a comprehensive technical consulting firm providing planning, advisory services, assessments, and diagnostics for various chemical industrial parks. Its expertise in modern petrochemical industry and chemical park technical consulting has become a distinctive and highly competitive “technical brand.” The institute is thoroughly familiar with national and industry standards and regulations pertaining to chemical parks, having provided integrated technical consulting services to numerous chemical parks both within and outside the province. It has established strategic partnerships with multiple chemical parks across the province and has prepared a large number of documents, including master development plans, industrial development plans, safety development plans, feasibility studies and control-oriented detailed plans, industrial development guidelines for parks, and lists of prohibited, restricted, and controlled projects.
