Sun Weishan, Vice President of the China Petroleum and Chemical Industry Federation; Tang Shengxiu, Deputy Director of the Quality, Safety and Environmental Protection Department; Bu Xinping, Secretary-General of the Petrochemical New Materials Special Committee; Meng Jianhua, Second-level Inspector of the Provincial Department of Industry and Information Technology; Xiao Hui, Second-level Research Fellow of the Raw Materials Industry Department of the Provincial Department of Industry and Information Technology; Tang Xiaobo, person in charge of the Materials Industry Department of the Municipal Bureau of Industry and Information Technology; and heads of key enterprises in the provincial petrochemical industry, totaling more than 20 people, attended the meeting. The meeting was chaired by You Jianfei, Secretary-General of the Provincial Petrochemical Industry Association. Lin Zhiyong, Party Secretary and General Manager of the Chemical Engineering Institute, Zhou Niannan, Chief Engineer and Deputy General Manager, and colleagues from the Planning and Consulting Institute also participated in the meeting.

Zhou Niannan, chief engineer and deputy general manager of the Chemical Engineering Institute, reported to the conference on behalf of the Chemical Engineering Institute on the completion of the Hunan Provincial Petrochemical Industry“14th Five-Year Plan” and the overall plan for the “15th Five-Year Plan”development priorities and work suggestions. The report pointed out that in 2024, the overall industrial comprehensive strength of Hunan's petrochemical industry steadily improved, the focus on development structure continued to be optimized, the advantages of key products continued to be highlighted, technological innovation capabilities continued to improve, and the development momentum of the industry remained positive. However, there are still shortcomings such as the urgent need for industrial restructuring and the need to improve the quality and efficiency of industrial parks. The development of Hunan's petrochemical industry has a long way to go.
At the meeting, the Hunan Provincial Petrochemical Industry Association reported on the relevant situation of the association and the development of the petrochemical industry. Each participating unit reported on the completion of the “14th Five-Year Plan” and the overall plan for the “15th Five-Year Plan”, development priorities, and work suggestions according to the research outline.
Sun Weishan, vice president of the China Petroleum and Chemical Industry Federation, affirmed the development achievements of Hunan's petrochemical industry and its backbone enterprises in 2024, and introduced the development situation of the national and central South Six provinces' petrochemical industry. The industry generally faces a situation of overcapacity in the low-end and insufficient capacity in the high-end. Combining the content of the enterprise speeches, it is suggested that Hunan Province can make breakthroughs in product structure adjustment, research and development of new chemical materials, and cultivation of bio-chemicals. He pointed out that China's petroleum and chemical industry is currently entering a new era of high-quality development. Especially in the fields of new energy and new energy materials, a number of excellent materials enterprises have rapidly emerged, and a number of distinctive new energy and new materials clusters have accelerated their development. He emphasized that the entire industry should firmly implement the new development concept, adhere to building a new development pattern, persevere, and continuously promote the development of Hunan Province and even the national petrochemical industry to a new chapter.
The successful convening of this meeting not only provides support for the development of Hunan's petrochemical industry but also provides a platform for exchanges among backbone enterprises. By participating in this meeting, the Chemical Engineering Institute conducted technical exchanges with experts in the industry and learned from other excellent enterprises in the industry, in order to continuously improve its technical quality and service level in the future high-quality development, and to help create a new situation of "industry-leading and domestically first-class" chemical provincial institute.
