To accelerate the construction and development of the West Green Chemical Zone in Xiangxiang Economic Development Zone, Xiangxiang City, and to establish it as a new economic growth hub for the city, on November 5, Zeng Qiaohong, Deputy Chief Engineer of the Institute of Chemical Engineering, Director of the Chemical Planning Research Institute, and Provincial Emergency Management Expert specializing in Hazardous Chemicals, was invited to deliver a special training session titled "Safety Improvement and Rectification of Chemical Parks" for Xiangxiang City.
The special training session on "Safety Improvement and Enhancement of Chemical Industry Parks" was chaired by Li Yingpei, Deputy Secretary of the Party Working Committee and Director of the Management Committee of Xiangxiang Economic Development Zone. Attendees included representatives from relevant municipal government departments—such as the General Office of the Municipal Government, the Management Committee of the Economic Development Zone, the Municipal Fire Rescue Bureau, the Municipal Bureau of Science, Technology, Industry and Information, the Municipal Finance Bureau, the Municipal Bureau of Natural Resources, the Municipal Transportation Bureau, the Municipal Emergency Management Bureau, the Municipal Urban Management Enforcement Bureau, the Xiangxiang Branch of the Ecological Environment Department, Green Chemical Group, Quantang Town, the Xinxiang Road Subdistrict Office, Kunlunqiao Subdistrict Office, the Municipal Development and Reform Bureau, State Grid (Xiangxiang) Power Supply Company, and the Municipal Center for Optimizing Living Environment—as well as over 50 key personnel from companies located within the park, including Guohua Xiangjian (Xiangxiang) Co., Ltd., Xingxiang Fluorochemicals, Hunan Alute New Materials, Yijia New Materials, Hunan Zhongrui New Materials, and Hunan Nengxing New Technology.

Zeng Qiaohong first provided a brief overview of the development status of China’s and Hunan Province’s petrochemical industry and chemical parks, with a particular focus on the detailed interpretation of the "Guidelines for Safety Risk Identification and Management in Chemical Parks" and the "Ten Essentials and Two Prohibitions" initiative aimed at enhancing safety in chemical park operations. She also offered expert recommendations for the safe and sustainable development of the Xiangxi Green Chemical Zone in Xiangxiang City. This training session emphasized the integration of theoretical knowledge with real-world case studies, delivering comprehensive and highly targeted content that serves as a valuable reference for Xiangxiang City as it works to strengthen safety measures and accelerate infrastructure upgrades in its chemical parks. The event was warmly received by the attending leaders and key officials from Xiangxiang City. Looking ahead, the technical team from the Chemical Research Institute will continue leveraging its expertise as a professional think tank, closely aligning with national policy trends to support Xiangxiang’s ongoing efforts in improving safety standards and advancing infrastructure development within its chemical parks. In doing so, the team aims to contribute meaningfully to the high-quality growth of Hunan’s chemical industry.
Since the Xiangxiang City West Green Chemical Zone was designated as a chemical park in April 2023, its infrastructure construction has been steadily advancing. Innovatively adopting the "Investor + EPC + O" model, key infrastructure projects such as the wastewater treatment plant, fire station, and intelligent emergency response platform are accelerating their development, laying a solid foundation for future high-quality growth.
The Institute of Chemical Engineering, serving as the technical support organization for the provincial task force on the modern petrochemical industry and functioning as a consulting think tank for both the provincial modern petrochemical sector and chemical parks, boasts a highly competitive and distinctive "technical brand" in providing technical consulting services to chemical parks. It possesses deep expertise in national and industry standards and regulations relevant to these parks. Leveraging the institute's strong industry, regional, and technological advantages, it has delivered comprehensive technical advisory services to numerous chemical parks both within and outside the province, forging strategic partnerships with multiple parks across Hunan Province. The institute has prepared an extensive portfolio of documents, including overarching development plans, industrial growth strategies, safety planning frameworks, feasibility studies, detailed regulatory guidelines, and industry-specific development blueprints tailored to individual parks. Additionally, it has developed lists delineating prohibited, restricted, and controlled substances and activities. The institute also conducts critical assessments and reviews of projects seeking entry into chemical parks, verifies designs, performs safety diagnostics, and offers customized "one-park, one-strategy" solutions. Furthermore, it organizes specialized workshops and provides expert services aimed at enhancing the overall competitiveness of Hunan’s chemical parks. Through its dedicated technical expertise, the Institute of Chemical Engineering is playing a pivotal role in helping Hunan Province’s chemical parks achieve sustainable, high-quality development, while simultaneously striving to establish them as green and smart chemical hubs—contributing significantly to the region’s vision of becoming a leader in the nation’s advanced chemical industry.
